The Cornwall-Lebanon School District is committed to providing a safe digital learning environment. Part of that commitment means complying with the Children’s Internet Protection Act, or CIPA — a federal law that helps protect students from harmful content online.
What is CIPA? CIPA is a federal law enacted by Congress in 2000 to address concerns about children’s access to obscene or harmful content over the internet. Schools and libraries that receive federal E-Rate discounts on internet and technology must meet its requirements.
To remain compliant, the district:
Filters the internet: Filters and blocks access to content that is obscene, child pornography, or otherwise harmful to minors.
Monitors activity: Monitors the online activity of minors using district technology.
Has a safety policy: Maintains an Internet Safety Policy and reviews it as required.
Teaches safe behavior: Educates students about appropriate online behavior, including social media, chat, and cyberbullying awareness.
How CLSD meets these requirements:
We use Securly, a web filtering and online safety platform designed specifically for K–12 schools. Rather than simply blocking a list of websites, Securly helps create a safer online learning environment by monitoring web activity and applying safety rules whenever students use their district-issued devices.
We provide digital citizenship instruction, so students learn to make safe, responsible choices online.

Filtering Harmful Content: When a student visits a website, Securly checks the site's content against safety categories and district policies. Websites that contain adult content, violence, illegal activities, malware, or other material inappropriate for students are automatically blocked before the page loads.
Protection at School and at Home: One of the biggest benefits of Securly is that filtering follows the district device wherever it is used. Whether a student is connected to the school's network, home Wi-Fi, or another internet connection, the same safety protections remain in place.
Smarter Than Keyword Blocking: Modern filtering requires more than looking for certain words. Securly uses technology that can understand context, recognize common misspellings and slang, and make more informed decisions about whether content is appropriate for students. This helps reduce both over-blocking and under-blocking of websites.
Supporting Student Safety: Securly provides school staff and Technology Services with visibility into online activity on district devices so they can help maintain a safe learning environment and address safety concerns when necessary. The goal is student protection and compliance with district policies—not monitoring every action a student takes.
What Families Should Know: No internet filter is perfect. Securly significantly reduces the chance that students will encounter inappropriate material, but family involvement and conversations about responsible technology use remain essential. Students are also prohibited from attempting to bypass or disable the filter, as doing so violates District technology policies.
